Fact-Finding Session on Enhancing Logistics Operations Productivity at Kuantan Port 12 September 2024
MPC conducted a fact-finding session at the Kuantan Port Authority (KPA) to gain a deeper understanding of the logistics and operational management at Kuantan Port. The primary objective of this session was to closely examine the port's operational ecosystem, ensuring that any proposed improvement projects would have a maximum impact on the industry players in the surrounding area.
Kuantan Port Authority has welcomed MPC's proposed pilot project aimed at enhancing logistics productivity at the port. The initiative involves developing a collaborative digital platform using a superform method for the logistics sub-sector in the Kuantan area. This platform is intended to facilitate online data sharing and exchange, which will, in turn, boost overall productivity.
During fact finding session, the important information regarding Kuantan Port's operation and facilities are gathered and listed below:
1. Warehouses (7 storage and 1 transit);
2. Storage area (open and container);
3. New Deep Water Terminal (NDWT) (cargo: 20 hectares and dry bulks yard: 22.5 hectares);
4. 24 berth facilities consist of 2 NDWT, 10 Liquid bulk, 9 multi purpose, 3 container;
5. Kuantan Port is designated as a Free Trade Zone (FTZ), not a Free Industrial Zone, which applies to the entire port area;
6. Transshipment activities are currently limited due to regulations governing the Free Trade Zone; and
7. Kuantan Port has significant growth potential, especially once the East Coast Rail Link (ECRL) and the Maritime Hub become fully operational
By streamlining the logistics operations through collaborative platforms, optimizing berth utilization, and enhancing the movement of goods in and out of the port, Kuantan Port can significantly improve its operational efficiency and become a more productive and competitive logistics hub in the region. This project is part of the GovX Pahang 1st program.

Setiausaha Persekutuan Sarawak (SUPS) telah bersetuju untuk menyampaikan ucapan aluan dalam sesi taklimat RKB yang akan diadakan secara atas talian pada 24 Februari 2025. Langkah ini dilihat sebagai satu sokongan penting dalam memperkukuh pelaksanaan inisiatif RKB di Sarawak. Selain itu, MPC Sarawak juga telah membentangkan cadangan mengenai tadbir urus dan perlaksanaan program RKB yang lebih sistematik dan berkesan. Hasil sesi libat urus, SUPS turut mencadangkan sesi perbincangan khusus bersama ketua-ketua bahagian jabatan di Sarawak bagi memastikan pelaksanaan RKB dapat dilakukan secara menyeluruh menggunakan pendekatan top-down. Beliau juga menyarankan agar satu lawatan penanda aras ke Singapura diadakan bagi memahami lebih lanjut tentang mekanisme one-stop centre yang telah berjaya dilaksanakan di sana. A strategic meeting was held between the Chemical Productivity Nexus (CPN) and the National Institute of Occupational Safety and Health (NIOSH) to discuss the progress of the Pro-HVDT programme, focusing on key areas to strengthen its implementation. The agenda covered three main points: the appointment of assessors for three companies to facilitate the effective execution of the initiative, the registration status of the Pro-HVDT programme with HRDCorp, and updates on assessment activities discussed in prior sessions. Moving forward, briefing sessions for training providers on the Pro-HVDT assessment application process and for assessors on evaluation methods will be conducted in April 2025. The Pro-HVDT programme is set to kickstart in May 2025, marking the beginning of a structured and standardized assessment process. These initiatives will help ensure a smooth implementation, boost productivity, and strengthen the competitiveness of Malaysia’s chemical industry.

The session identified four main issues affecting business operations in Sarawak. Energy consumption and generation was highlighted as a key concern, particularly in ensuring reliable and cost-effective electricity supply for businesses. Land conversion and land use categories were also discussed, with challenges arising from zoning restrictions and land development approvals. Additionally, human capital and workforce readiness were recognized as critical factors, emphasizing the need for better data on employee availability and graduate skill-matching to meet industry demands. Lastly, concerns related to gas and water supply were raised, focusing on their availability, cost, and regulatory challenges. Addressing these issues is essential to creating a more conducive and competitive business environment in Sarawak. To further enhance the ease of doing business in Sarawak, it was proposed to conduct engagement sessions with key stakeholders, including the Economic Planning Unit (EPU), to gain broader insights and align strategies. Additionally, InvestSarawak suggested mapping the business journey based on sectoral perspectives to better tailor regulatory improvements and policy interventions to the needs of different industries.
