The project aims to enhance Malaysia's limestone export sector, with a focus on Perak, which contributes approximately 90% of the country's limestone-based exports. By implementing regulatory experimentation between July and December 2023, key improvements were made, including extending the export license validity to 12 months and streamlining application processes, reducing approval times from 60 to 21 working days. These initiatives have significantly boosted operational efficiency, reducing workload by 50% and strengthening Malaysia's global competitiveness, resulting in a remarkable RM6 billion in limestone-based product export value.

The Malaysian Pet Food market is projected to grow at a Compound Annual Growth Rate (CAGR) of 6.2% to hit USD331.7 million by 2026 (Source: MIDA). This initiative aims to streamline and facilitate Government’s delivery processes that should be more business friendly and to simplify processes to facilitate businesses especially in importation of raw material and export requirement of animal feed products. MyMudah aspires to provide a conducive environment for businesses, fostering increased productivity and competitiveness in the global market.

MPC initiated Behavioral Insights (BI) program to enhance the competency and knowledge of policy makers, regulators, and public officials in applying BI for more impactful policies and services. The program, spanning 2023 and continuing into 2024 and 2025, successfully trained 15 leaders, 125 talents, and 25 practitioners from different ministries and agencies. The aim is to build a solid foundation in BI, offering practical methods and tools while promoting BI concepts to improve the efficiency of public policy, with future plans to expand and refine courses based on participant feedback.

In the quest for comprehensive food security, the agrofood industry confronts the challenge of reducing its dependence on imported livestock feed for chicken farming, particularly in the face of rising costs of corn and soybeans. This project addresses this issue by introducing alternative protein and energy sources, such as De-shelled Palm Kernel Cake (PKC) and Black Soldier Fly Larva (BSFL), through two pilot projects. While imported grain costs pose significant challenges, these alternatives aim to diversify protein and energy sources, reduce production costs, foster industry innovation, and contribute to the long-term sustainability of chicken farming. The initiative seeks to revolutionize chicken feed production, ensuring economic viability and aligning with broader food security objectives.

The fourth edition of the National Conference on Behavioural Insights 2023, held on March 21, 2023, marked a significant milestone with over 1000 enthusiastic attendees. This diverse gathering showcased a keen interest in exploring Behavioural Insights (BI), specifically focusing on integrating nudging as a powerful tool for shaping effective policies. Featuring ten distinguished speakers, including both international and local BI specialists, the conference facilitated a vibrant exchange of ideas, elevating the discourse on embedding nudging as a methodology for policy development. The success of the event was attributed not only to the caliber of speakers but also to the shared commitment of participants to advance the understanding and application of Behavioural Insights for a better future.

Under the Education Act 1996 (Act 550), Private Education Institutes (IPS) in Malaysia are required to register with the Ministry of Education (MoE). However, by December 31, 2021, only 30% of IPS establishments, totaling 16,000, had completed this registration, posing a significant public risk. To address this, a Behavioural Insights case study was conducted, revealing challenges in the registration process. The proposed improvements involve streamlining the workflow and consolidating the application form to motivate entrepreneurs and enhance the efficiency of the registration process, ultimately ensuring student safety and quality monitoring by the Ministry.

Efforts were undertaken to address tax treatment challenges for construction projects, particularly the timing for recognising profit or loss. Previously, the Certificate of Practical Completion (CPC) was used as the reference point, which did not align with industry practices, as final accounts are often settled 18-24 months later. After extensive discussions with the Ministry of Finance (MOF), Inland Revenue Board of Malaysia (IRBM), and industry stakeholders, it was decided to allow the determination of profit or loss at the final account stage or, if delayed, 12 months post-CPC. This decision is expected to improve company cash flow, reduce reliance on borrowings, and support productivity-enhancing investments in the construction sector.

Intangible assets such as software, trademarks, patents, and copyrights are vital for innovation and digital transformation. To enhance investment and support the growth of the digital economy, the recent budget proposed redefining "plant" under Schedule 3 of the Income Tax Act 1967 to include intangible assets. This positive change allows businesses to claim Capital Allowance on these critical assets, fostering a more dynamic and technology-driven economy.

A deferment initiative was proposed to the Inland Revenue Board of Malaysia (IRBM) to alleviate the administrative burden on taxpayers managing small Withholding Tax (WHT) amounts, often averaging RM25 per transaction. Previously, these payments—collected by local businesses on behalf of foreign service providers—had to be submitted to IRBM within 30 days, leading to inefficiencies. The approved measure allows a deferment for recurring WHT amounts under RM500 for up to six months, simplifying compliance and supporting taxpayers handling royalties, special class incomes, and commissions.

A streamlined solution was proposed to simplify compliance with the Social Security Organisation (SOCSO) and Employment Insurance System (EIS) contributions. Previously, employers were required to generate separate text files for each contribution. To address this, SOCSO implemented a Single Text File for Filing and Payment under Act 4 and Act 800, allowing employers to process SOCSO and EIS payments with a single data entry. The system, which went live on 22 July 2022.
