The GRP Tool: Ministry ‘s Policy Review and Audit Manual is a critical initiative aimed at institutionalising a systematic approach to reviewing, auditing, and enhancing policy effectiveness within ministries. This manual aligns with the principles of Good Regulatory Practice (GRP), as outlined in the National Policy on Good Regulatory Practice (NPGRP), to ensure government interventions are necessary, transparent, accountable, and proportionate, delivering net benefits to stakeholders.

The program leverages Behavioral Insights (BI) to empower students in exploring and pursuing careers in high-productivity industries (HPIs), addressing gaps in career awareness, decision-making, and motivation. Targeting school counselors from Selangor, it provides training on fostering students’ self-awareness, matching personal traits to career paths (using the RIASEC framework), and understanding HPI opportunities. Despite positive attitudes toward HPIs, challenges like moderate confidence, limited exposure, and logistical conflicts during implementation were noted. Solutions include aligning interventions with school programs, intensive counselor preparation, and resource allocation. Through pre- and post-tests, the program aims to evaluate shifts in student engagement and refine strategies for fostering long-term career aspirations.

The Peer-to-Peer (P2P) crowdfunding initiative aims to address financing challenges faced by government and GLC contractors who require short-term bridging funds but struggle with high costs from traditional financing options. Recognized by the Securities Commission of Malaysia, P2P platforms offer an alternative that can be integrated into the government's e- Perolehan system. The proposed inclusion, supported by PEMUDAH, involves amending Treasury Circular PK 6.1 to introduce P2P platforms for contract financing. This initiative not only reduces financing costs for contractors but also provides safer, higher-yield investment opportunities for institutional and retail investors, aligning with national efforts to enhance ease of doing business and financial inclusion.

The timber industry in Malaysia contributes more than RM20 billion to the country’s merchandise exports, representing approximately 1.6% to 1.7% of the national GDP annually. Malaysia’s timber exports are highly regarded and consistently rank among the top globally. To maintain this competitive edge, pro-business regulations are essential to fostering business confidence and attracting further investments. However, certain existing regulations and enactments require a thorough review to address inefficiencies and enhance the ease of doing business.
Way Forward: The project has achieved 70% progress thus far. Preparations are underway for a workshop scheduled in February 2025, during which a pilot test will be conducted in the states of Terengganu and Negeri Sembilan. This initiative aims to ensure the successful implementation of the project and to further support the sustainability and growth of Malaysia's timber industry.

The eCommerce sector is a key component of Malaysia's economy, providing businesses with opportunities to reach broader markets and offering consumers increased convenience. However, the sector faces challenges that jeopardize its sustainability, including inadequate regulation of imported products, increased marketplace commission rates and high transportation costs. This proposal seeks to highlight these challenges and propose solutions to the government to support the growth and sustainability of e-Commerce businesses.

MPC facilitated Majlis Perbandaran Selayang (MPS) in easing the development approval process using AI. The use of AI in the development process could speed up data center development in the MPS area by ensuring:
The development process in the industrial zone can be carried out quickly and efficiently, starting from the planning stage until the building is completed and operational; and
The ability to operate in a short period of time is an incentive and attraction for investors.

MPC facilitated the development of an action plan to improve Malaysia's performance in the World Competitiveness Yearbook. Malaysia's ranking fell to 34th place in the 2024 report. A comprehensive action plan was developed under the stewardship of ministries to identify the key issues and solutions.

The Agile Regulation Handbook serves as a supplementary guide to the Good Regulatory Practices (GRP) Handbook, providing a concise framework for regulators to draft and implement adaptive, efficient, and forward-looking regulations. By integrating tools like regulatory sandboxes, feedback loops, and digital platforms, the handbook offers practical methods to enhance stakeholder engagement, risk management, and evidence-based decision-making.

The establishment of six Focus Groups under this initiative is a strategic step to address bribery and corruption, which have been identified as barriers to the country's productivity and competitiveness. Through collaboration between the public and private sectors, this effort aims to improve Malaysia's ranking in the Corruption Perception Index (CPI) at the global level.
In addition to improving the ranking, this initiative also aims to restore public confidence, strengthen governance, and drive sustainable economic growth. With this integrated approach, Malaysia is on the right path towards becoming a corruption-free and more competitive nation.

Under the stewardship of PEMUDAH, 10 technical working groups were entrusted with addressing 10 key topics in the B-READY report published by the World Bank. This comprehensive assessment evaluated the entire business ecosystem, encompassing everything from business entry to business insolvency. The B-READY measurement is of significant importance to Malaysia's long-term competitiveness, as it provides valuable insights into the ease of doing business and identifies areas for improvement.
Malaysia is poised to be included in the second cycle of the report, set for publication in September 2025, which will provide an updated benchmark of the country’s progress and competitiveness on the global stage
