This recent GEMBA session delved into the experiences of aged care center operators in Sungai Petani, Kedah. The focus was on understanding the regulatory burden associated with applying for and renewing licenses from the Department of Welfare (JKM). Operators expressed surprise at encountering additional requirements during license renewals, despite undergoing frequent inspections (five times annually) by JKM officials. A recent development has caused particular concern: the need to obtain planning approval from local authorities for renewals, even if no renovations are planned for the existing facilities. The cost of hiring an architect to fulfill this requirement, ranging from RM9,000 to RM50,000, presents a significant hurdle. This financial burden has led some centers to forgo license renewals and operate without them, opting to pay any associated fines. To gain a wider understanding, future GEMBA sessions will explore the issue at other facilities. These sessions aim to identify potential reasons behind license application rejections, ultimately seeking ways to streamline the regulatory process and ensure the continued, high-quality care of elderly population.
