新山4日讯)柔佛州房屋及地方政府行政议员拿督莫哈末嘉福尼指出,古来市议会自2022年所实施的“古来快捷通道”(Kulai Fast Lane)后,已为该县吸引高达400亿令吉的投资额。
他说,古来的投资额增长至171%,为历年来表现最佳,且带来了7000个就业机会。
“柔州在2022年录得709亿令吉总投资额,但在古来即占74%的比例,达519亿令吉,可见‘古来快捷通道’简化了投资程序,到获得完工证(CCC)以及运营许可证的效果。”
莫哈末嘉福尼是在今日出席位于士乃所举办的古来快速通道驱动国家经济研讨会时表示,柔新经济特区(JS-SEZ)涵盖了6个地方政府,包括新山、依斯干达公主城、巴西古当、古来、笨珍和边佳兰,而这些地方政府也将效仿古来推动快速通道,以鼓励更多投资商入驻。
他补充,古来市议会提前做好准备迎接柔新经济特区的大规模招资,并在第二阶段的“古来快捷通道”系统中,嵌入了人工行政功能,以提升治理效率,范围也将扩大至商业和房地产领域。
他相信,从“古来快捷通道”延伸至“柔州快捷通道”的友好投资倡议,能够更好地促进地方经济成长并推动生产力,让柔新经济特区以及森林城市金融特区(SFZ)吸引更高质量的投资入驻。
另一方面,莫哈末嘉福尼透露,占地约7200英亩的士年纳科技工业园,首期发展项目几乎已满,第二期也有60%的投资已进行建设阶段,近期绿盛世也购置了400英亩的土地,有意开拓新项目。
古来市议会主席莫哈末法米则透露,今年古来快速通道共接获了33个项目申请,其中有20个项目已经落实,另有申请则“重复投资”第二次采用相关通道申请发展项目。
他表示,古来快捷通道开放予投资工业、商业即房地产项目申请,不少发展商已陆续提出申请,而有关系统则有效提高了该会的行政工作。
“大马生产力机构计划在系统内嵌入人工智能,预计可以将7小时的程序,缩减至1小时内完成,全马目前只有古来市议会以及丹绒马林县议会启动这项试点计划。”
出席上述活动者尚有柔佛州秘书阿兹米、国阵古来市议员党鞭纳西尔、大马生产力机构南马区局长莫哈末阿兹万、马来西亚理工大学化学与能源工程院(科研与创新)副院长罗斯里、普平数据集团(马新)董事经理兼总技术长林忠杰等。
(JOHOR BARU, 4th) Johor State Executive Councillor for Housing and Local Government Datuk Mohd Ghafni said that the Kulai Fast Lane implemented by the Kulai Municipal Council in 2022 has attracted investments of up to RM40 billion to the district.
He said investment in Kulai grew by 171%, the best performance in history, and created 7,000 jobs.
"Johor recorded a total investment of RM70.9 billion in 2022, but Kulai accounted for 74% of the total, reaching RM51.9 billion. This shows that the 'Kulai Express Lane' has simplified the investment procedures to obtain the completion certificate (CCC) and operating license."
Mohammad Gafni said this while attending the Kulai Express Lanes to Drive the National Economy Seminar held in Senai today that the Johor-Singapore Special Economic Zone (JS-SEZ) covers six local governments, namely Johor Bahru, Iskandar Puteri, Pasir Gudang, Kulai, Pontian and Pengerang, and these local governments will also follow Kulai’s example to promote the express lanes to encourage more investors to settle in.
He added that the Kulai Municipal Council has made preparations in advance to welcome the large-scale investment in the Johor Bahru-Singapore Special Economic Zone, and has embedded manual administrative functions in the second phase of the "Kulai Express Lanes" system to improve governance efficiency, and the scope will also be expanded to the commercial and real estate sectors.
He believes that the friendly investment initiative extending from the Kulai Express Link to the Johor Express Link will be able to better promote local economic growth and boost productivity, allowing the Johor-Singapore Economic Zone and Forest City Financial Zone (SFZ) to attract higher quality investments.
On the other hand, Mohammad Jafoni revealed that the first phase of the development project of the Sena Technology Industrial Park, which covers an area of about 7,200 acres, is almost full, and 60% of the investment in the second phase is already in the construction stage. Recently, Eco World has also purchased 400 acres of land and intends to develop new projects.
Kulai Municipal Council chairman Mohammad Fahmi revealed that the Kulai Expressway received a total of 33 project applications this year, of which 20 projects have been implemented, while the remaining applications were "duplicate investments" and used the relevant channel for the second time to apply for development projects.
He said that the Kulai Express Lane is open to applications for investment in industrial, commercial and real estate projects. Many developers have submitted applications one after another, and the system has effectively improved the association's administrative work.
“The Malaysian Productivity Corporation plans to embed artificial intelligence in the system, which is expected to reduce the 7-hour process to 1 hour. Currently, only the Kulai Municipal Council and Tanjong Malim District Council in Malaysia have launched this pilot project.”
Also attending the event were Johor State Secretary Azmi, BN Kulai City Councillor Whip Nasir, Malaysian Productivity Corporation Southern Malaysia Director Mohammad Azwan, Universiti Teknologi Malaysia Chemical and Energy Engineering (Research and Innovation) Vice Dean Rosli and Propin Data Group (Malaysia and Singapore) Managing Director and Chief Technology Officer Lin Zhongjie.
