Recognizing the urgency and potential impact on productivity, as voiced by industry stakeholders on MyMudah, the Malaysian Productivity Corporation (MPC) has initiated collaborative efforts with technical agencies and the state government. The aim is to streamline the COA approval process, introducing temporary exceptions to alleviate these administrative challenges. This proactive approach reflects our commitment to supporting industrial growth and ensuring the seamless establishment of workers' accommodations in anticipation of the CLQs becoming operational in 2025.

MPC, in collaboration with JPAN Sabah and KKTP, is implementing a Good Regulatory Practice (GRP) initiative to improve the efficiency of the Homestay @ Short-Term Accommodation (STA) permit application process in Sabah, focusing on Kundasang and Ranau. Engaging various entities, including JPAN Sabah, KKTP, KePKAS, PBT, JTU, JBPM, SAGC, and MOTAC Sabah, the initiative involves workshops to develop a draft checklist and guidelines for the STA permit process. These workshops aim to discuss and provide the draft guidelines, gather input from stakeholders through a Stakeholder Engagement Workshop, and discuss suggestions for enhancing the efficiency of the STA permit application and approval process in Sabah in a Workshop on Proposed Improvements.

Under the Twelfth Malaysia Plan (RMKe12), Strategy B1 focuses on revitalizing economic activities in Sabah and Sarawak by reviewing and updating business registration regulations. The goal is to simplify and improve business operations in these states by mapping, reviewing, and evaluating existing registration regulations. The Ministry of Domestic Trade and Consumer Affairs (KPDN) has enlisted the Malaysian Productivity Corporation (MPC) to conduct this study. Collaboration involves various entities such as KPDN Sabah, Companies Commission of Malaysia (SSM) Sabah, and other government offices. Workshops, including a 2-day Business Licensing Mapping Workshop, aimed to assess current processes and propose enhancements for starting businesses in Sabah. Another 2-day workshop discussed issues and suggested improvements for the efficiency of business registration processes in the region, leading to a finalization workshop to conclude proposed enhancements.

In the Twelfth Malaysia Plan (RMKe-12), the Behavioral Insights (BI) approach is adopted to improve government services. BI integrates psychology, cognitive science, and social science to understand how people make choices. Applied during policy formulation, BI enhances decision-makers' understanding of human behavior. This inclusive approach aims to optimize resource allocation, leading to better outcomes. MPC Sabah partners with BKKM for a BI project in Kota Kinabalu, focusing on safety and food quality awareness. Engaging JPAN Sabah, DBKK, and BKKM, workshops discuss the BI Project, Menu Rahmah feedback, and propose interventions using the "EAST" method in the PRIME Framework for food safety at Kota Kinabalu restaurants. The initiative aligns with Sabah's developmental goals, promoting effective policies and cost-efficient public services.

Sabah launched the Uniform Building By-laws 2022 (UBBL 2022) on May 9, 2023, providing Local Authorities (PBT) supervised by the Ministry of Local Government and Housing (KKTP) the means to streamline building regulations and address issues surrounding unauthorized constructions. A notable change in UBBL 2022 is the introduction of the Certificate of Completion and Compliance (CCC), replacing the previously issued Occupation Certificate (OC) by PBT. The CCC is now issued by professionals or the Principal Submitting Person (PSP), consisting of registered architects, professional engineers, and certified plan drafters. This initiative aligns with the Good Regulatory Practice (GRP) in Sabah, supporting the Sabah Maju Jaya Development Plan (SMJ) 1.0, 2021–2025, emphasizing service delivery effectiveness, administrative integrity, and investor-friendly practices. Key stakeholders include the State Public Service Department (JPAN), Ministry of Local Government and Housing (KKTP), and various industry organizations.

The project titled "Project to Improve the Efficiency of Sarawak Digital Infrastructure: Process, Procedure & Guideline (PPG) on Telecommunication Tower" aims to foster fairness, transparency, and efficiency within the telecommunications industry. Its primary objectives include identifying issues with the revised Telecommunication PPG, engaging stakeholders for input, and revising the PPG based on received feedback. The initiatives encompass stakeholder engagement, mapping the telecommunication ecosystem, simplifying business processes, developing a communication plan, and enhancing governance. Through these measures, the project seeks to address challenges and recommend improvements, ultimately ensuring a more streamlined and effective telecommunications framework in Sarawak.

The Melaka Industrial Booster (MIB), launched on November 24, 2023, by the Chief Minister of Melaka, is designed to drive investments, ensuring sustainable productivity growth and economic development. A collaborative effort with Invest Melaka Berhad and facilitated by the Malaysian Productivity Corporation, MIB draws inspiration from successful models like the E10 and Kulai Fast Lane. The Hang Tuah Jaya Municipal Council (MPHTJ) pioneers the MIB pilot, focusing on Dominant Opto Technology's construction, bringing an investment of RM200 million and generating 2,000 job opportunities. MPHTJ's innovative process improvements, including accelerated approvals and simultaneous procedures, aim to complete the pilot by 2024. Notably, operation licenses can be issued within 24 hours after obtaining the Certificate of Completion and Compliance (CCC). The Melaka State Government encourages all Local Authorities to adopt the MIB Manual by Q1 2024, enhancing efficiency in industrial development initiatives.

Sarawak Business Federation (SBF), in collaboration with the Malaysia Productivity Corporation (MPC), is committed to enhance organizational excellence in Sarawak through the recognition of the Premier of Sarawak Industry Excellence Awards (PSIEA).
This award is held every two years, since 2017, and the participating companies from the PSIEA can represent Sarawak at national level recognition in the Industry Excellence Awards (AKI) administered by the Ministry of Investment, Trade, and Industry (MITI).
Using the evaluation criteria of the Malaysia Business Excellence Framework (MBEF), the participating companies will be scored, and awarded to receive gold, silver, and bronze awards.
In 2023, a total of 30 companies from all over Sarawak had participate in PSIEA. 8 companies have received gold awards, 12 companies have received silver awards and 10 companies have received bronze awards.

In the 12th Series 2 meeting of the 2020 Cabinet Special Committee on Anti-Corruption (JKKMAR), held on June 25, 2020, there was fundamental agreement with the Malaysian Productivity Corporation's (MPC) proposal. The suggestion advocates for all ministries or agencies issuing permits and licenses to publish Online License Application Guidelines, enhancing transparency, integrity, and curbing corruption.
MPC is tasked with gathering data on licensing and business guidelines at the ministry and agency levels, aligning with the National Anti-Corruption Plan (NACP 2.1.6) to establish an efficient licensing mechanism.
The Sabah GRP Technical Committee Meeting Series 1/2022, chaired by Datuk (Datu) Rosmadi Datu Sulai, endorsed the NACP 2.1.6 initiative in Sabah. This supports the state government's goals in the Sabah Maju Jaya Development Plan (SMJ) 2021-2025.
The initiative involves the Ministry of Local Government and Housing (KKTP) and 26 Local Authorities (PBT). Workshops aimed to verify and list licenses, permits, and guidelines related to Sabah businesses, promoting efficiency, transparency, and easier access to licensing information. Additionally, the workshops aim to develop Licensing Guidelines for Business under Local Authorities in Sabah. The overall objective is to foster a more transparent and streamlined licensing process.

Kulai Fast Lane (KFL) is an investor initiative introduced by the Kulai Municipal Council (MPKu) in January 2022 with the support of the Malaysian Productivity Corporation (MPC), aiming to enhance sustainability and economic growth in the state of Johor. KFL involves a rapid development process, starting from plan approval to obtaining operational licenses, reducing bureaucracy and accelerating factory construction from 36 months to 14 months. The success of KFL includes gaining support from 17 foreign and local investors with a total investment value of RM32.3 billion, providing 20,000 job opportunities. This model will be expanded throughout Johor through the Johor Fast Lane (JFL), launched on September 4, 2023, by the Honorable Chief Minister of Johor.
